In 1997, Mr. Rosen founded Employment Screening Resources with a mission to promote safe workplaces for employers, employees, and the public as well as to protect the rights of consumers. ESR is accredited by the National Association of Professional Background Screeners (NAPBS®) Background Screening Credentialing Council (BSCC) for successfully proving compliance with the Background Screening Agency Accreditation Program (BSAAP). ESR also completes annual SOC 2® audit reports to confirm the organization meets high standards set by the American Institute of Certified Public Accountants (AICPA) for protecting the privacy, security, and confidentiality of consumer information used for background checks.

Mr. Rosen was the chairperson of the steering committee that founded the NAPBS, the professional trade organization for the background screening industry, and also served as the first co-chairman. He has served as an expert witness and has testified on issues surrounding employment screening, safe hiring, due diligence.

Mr. Rosen has practiced civil litigation, is a former deputy District Attorney and as a criminal defense attorney represented numerous individuals accused of crimes in both state and federal court He has taught criminal law and criminal procedure at the University of California Hastings College of the Law. He was also an instructor at the Hastings College of Trial Advocacy. His jury trials have included murder, death penalty, and federal cases. He graduated UCLA with Phi Beta Kappa honors and received a J.D. degree from the University of California at Davis, serving on the Law Review. He holds the highest attorney rating of A.V. in the national Martindale-Hubbell listing of U.S. Attorneys.
